New Kirkenes Declaration for countries of the Barents Euro-Arctic Region to be signed in 2013

A second Kirkenes Declaration will be signed by the heads of governments of participating countries of the Barents Euro-Arctic Region (BEAR) in June 2013.

This was announced at a press conference in Archangel by Anatoly Smirnov, the head of the Russian National Institute for Global Security Research (NIIGlob).

According to him, it should be a declaration reflecting the present and defining information revolution. The document should contain a section on the implementation of the latest information and navigation technologies.

The "Innovative and secure cooperation in the Barents Euro-Arctic Region" scientific-practical conference, dedicated to the 20th anniversary of the Kirkenes Declaration on Cooperation in the Barents Euro-Arctic Region, was held at the Northern Arctic Federal University from 24 to 26 May. At the event, the preparation of a draft "Kirkenes Declaration 2.0." was discussed in particular.

BEAR includes territories that are adjacent to the Barents Sea, highlighted on 11 January 1993 for the development of international cooperation at the Conference on Cooperation in Kirkinesse.

BEAR includes provinces of: Nordland, Troms and Finnmark in Norway; provinces of Vдsterbotten and Norrbotten in Sweden; the provinces of Lapland, Northern Ostrobothnia and Kainuu in Finland; and Murmansk Region, Archangel Region, Karelia, Komi and the Nenets Autonomous District in Russia.
