Anatoly I. SMIRNOV is the President of the National Institute for Research of Global Security (NIRGlobS), member of the Presidium of the Russian Academy of Natural Sciences, PhD in history, professor, Extraordinary and Plenipotentiary Envoy of the Russian Federation. Speaks German, English, Norwegian, and Finnish.
Graduate of the Leningrad Institute of Rail Transport Engineers and the Leningrad Higher Party School. Worked in telecommunications and at international sections of the Leningrad Regional Committee and the Central Committee of the Communist Party of the Soviet Union. In 1982 – 1987 was a deputy of the Petrodvorets District Council and the Leningrad City Council. After graduating from the Diplomatic Academy, held executive posts at the central apparatus of the Ministry of Foreign Affairs of Russia and abroad, including those of a department director and the Consul General of Russia in Northern Norway (city of Kirkenes) (1992 – 1997). Studied computer science at the Retraining Center in Norway and at the Russian Academy of Public Service under the President of Russia. Was awarded a certificate of expert in “E-Government” (CIO) of South Korea.
Anatoly I. Smirnov is the author of over 150 monographs and articles on international cooperation, published in foreign languages as well. In 2007, the monograph “Information Globalization and Russia: Challenges and Opportunities” was awarded a diploma of the National Forum on Information Security “INFOFORUM” in the nomination “Publication of the Year”. Repeatedly represented Russia at large international conferences and in expert councils, including in the CIS, actively pursues this agenda through domestic scholarly forums, including those under the aegis of the Security Council of the Russian Federation.
Research consultant for the Russian edition of UNESCO History of Mankind. Сhairman of the RANS Section “Information Globalization”, professor at the Diplomatic Academy of the Ministry of Foreign Affairs of Russia and at MGIMO University. Honorary Doctor of the Northern (Arctic) Federal University and member of the federal lecturer group of the “Knowledge” Society of Russia. Lectures at many foreign universities.
In September 2011 A.Smirnov retired from diplomatic service.
September 2011 - December 2012 - Deputy Director of the Research Centre under the Ministry of Foreign Affairs of the Russian Federation.
Since 2012 - member of the Advisory Council of the Committee for Security and Anti-Corruption of the State Duma of the Russian Federation.
